242. Hon ALISON XAMON to the Minister for Training and
Workforce Development:
I refer to the funding models
operating under the Victorian training guarantee and the anticipated South
Australian vocational education and training entitlement model Skills for All.
(1) What funding model is likely to be adopted under the new
VET model?
(2) Will state
training providers receive additional funding in recognition of the full range
of training services that they provide?
(3) If yes to (2), will this additional funding take the form
of additional base funding?

I thank the honourable member for
some notice of the question.
(1) The
entitlement model for Western Australia is currently being developed. As per
time lines agreed under the National Partnership Agreement on Skills Reform,
Western Australia is aiming to have a model in place in 2014. I can assure the
member that the model that is introduced in Western Australia will be tailored
to the state's needs; it will not be identical to the model introduced
in other states. An entitlement model for Western Australia will be a student-centred
but demand-driven and managed model that addresses and supports the state's
training priorities within the quality standards required. This is consuming a
lot of my time in the training portfolio at the moment. We are looking
specifically at the Victorian model, which has some significant associated
issues, so we have to make sure that we get it right. But, as I said, it will
be student centred but demand driven.
(2) As outlined,
it would be premature for me to comment on the detailed specifics of the model.
However, the state government reiterates the important role that state training
providers play and will continue to play in the training system in Western
Australia under the student entitlement model.
