342. Hon AMBER-JADE SANDERSON to the
parliamentary secretary representing the Minister for Health:
I refer to schedule 6 of the Midland
Health Campus Services Agreement.
(1) Under
1.2(a)(i)B, the performance threshold for new or amended key performance
indicators must be set as —
(a) within what percentile of WA
metropolitan peer hospitals; and
(b) within what percentile of
Australian Council on Healthcare StandardsXXX ###XXX
peer hospitals?
(2) Given the
12-month period during which the operator will not be liable for failure
abatement in relation to new or amended KPIs, how will the state government
hold the operator accountable for shorter to medium-term failures in
performance standards?

(1)–(2) These
questions relate to new or amended KPIs as distinct from the large number of
current KPIs in the Midland Health Campus Services Agreement. The majority of
existing KPIs contained within the services agreement, including a range of
Australian Council on Healthcare StandardsXXX ###XXX
indicators, come into effect at the commencement of service delivery by the
operator and require the operator to perform at least as well as the
metropolitan peer hospitals. In addition to the large number of KPIs, the
services agreement contains other mechanisms; for example, compliance with
private sector licensing requirements to manage operator performances. The
services agreement provides for the revision and updating of KPIs to occur on a
regular basis to reflect contemporary practices.
