(2) These provisions were developed and drafted prior to the introduction of the Commonwealth Therapeutic Goods Act 1989 . This legislation and other legislative proposals to be undertaken by the Commonwealth in this area are now intended to cover the field and on this basis it will not be necessary to proclaim the provisions in question.
