I refer to the Department of Housing’s 198 properties in Collie and ask:
(a) in what year were each of these properties built;
(b) what type of materials are each of these properties built from (e.g. brick/tile, fibro/iron);
(c) what type of heating is provided in each of the 198 properties;
(d) if heating is not provided, why not;
(e) does the Department of Housing recognise that Collie is a location of extreme temperatures, and if not, why not;
(f) in section 2.1 and 2.2 of the Climate Control Policy in the Department of Housing’s Rental Policy Manual dated July 2013, how many Collie tenants have installed internal heating devices at their own cost:
(i) if applicable, of those tenants who have installed heating devices at their own cost, what has been the reimbursement provided by the Department of Housing for each installation during the 2012–2013 financial year; and
(g) what funding (2012–2013) allocation is there for the provision of heating appliances under section 1.1 –
Climate Control Policy of the Department of Housing’s Rental Policy Manual
dated July 2013, for properties in Collie:
(i) what expenditure from this funding allocation occurred in 2012–2013?

The Department provides gas, electric and solid fuel heating appliances to eligible and approved tenancies.
(d)
Only tenants in designated seniors and disability accommodation in cold winter zones are automatically eligible for heating appliances. Tenants in other types of accommodation can apply to have a heating appliance installed, subject to available funding, with priority given to those with a demonstrated need such as a medical condition exacerbated by the cold.
(e)
The Department bases its climate classifications on the Bureau of Meteorology's data, where Collie is listed as a cold winter zone.
(f)
The Department does not collate information on the number of heating appliances installed at a tenant's cost.

Nil. The South West region, which includes Collie, received a total maintenance budget of $5.78 million for the 2012/13 financial year. This budget covers all aspects of housing maintenance, including the installation of heating appliances.
