Minister for Mental Health:
I refer to the ''Western Australian
Mental Health, Alcohol and Other Drug Services Plan 2015–2025''.
(1) Given the
impact of COVID-19 and the state's swift recovery, is the midyear
review for this plan now likely to be completed before the end of 2021; and, if
not, when is the review expected to be completed?
(2) Will the
review involve community consultation; and, if yes, when will the submission
period commence?
(3) How many residential rehabilitation beds are
currently available in each region? Could these figures please be broken
down by region.
(4) Will the
great southern and wheatbelt regions, which are projected to each need roughly
20 rehabilitation beds by 2025, get any rehabilitation beds at all?

I thank the honourable member for
some notice of the question.
(1) The mid-term
review of the ''Western Australian Mental Health, Alcohol and Other Drug
Services Plan 2015–2025'' was due to commence in January 2021,
five years after the plan's release. Given the impact of COVID-19 and
the release of multiple system-level reviews over the past two years, an
amended MTR process will be conducted and is anticipated to be completed by the
end of 2021.
(2) Yes. The
Mental Health Commission will undertake targeted consultation with key
stakeholders as part of the amended MTR process.
(3) I have a table
regarding the number of residential rehabilitation beds, and seek leave to have
that table incorporated into Hansard .

Investment in residential rehabilitation is guided by the Western Australian Mental Health, AOD Service
Plan 2015–2025 (the Plan). In order to meet demand, the Plan
outlines that 16 residential
rehabilitation beds are required in the Great Southern Region by the
end of 2025. Any new services that require State funding are subject to
normal budgetary processes. There are two
residential alcohol and drug centre services in the South West / Great
Southern area. This includes Beela Valley, a 21-bed facility located at
Brunswick, which is operated by the Palmerston Association and Cyrenian House's
residential program at Nannup, which includes 12 dedicated Aboriginal beds,
eight adult beds and three low medical withdrawal beds.
