1204. Hon Tjorn Sibma to
the minister representing the Minister for Industrial
Relations:
I refer to the
requirements of the Work Health and Safety (General) Regulations 2022 and their
application to the supply and installation of asbestos-containing materials at
the new Edith Cowan University (ECU) CBD campus.
(1) Is the minister aware that asbestos-containing
material has been installed on the campus and, if yes, when was the minister briefed?
(2) Can the minister confirm whether WorkSafe WA
has granted any party an exemption from the regulations and, if so, to what
objects and areas of the campus does this exemption apply?
(3) With respect to (2), if an exemption has been
granted, why has it been granted?
(4) How will worker safety be guaranteed in the
face of these exemptions?

I thank the
honourable member for some notice of the question. The following response has
been provided by the Minister for Industrial Relations.
(1)–(4) The minister has been briefed that
asbestos-containing material was identified in fire doors at the ECU city
campus. An exemption from the Work Health and Safety (General) Regulations 2022
was received for 14 fire doors to facilitate safe completion of the doors to
meet fire engineering requirements and enable completion of the construction
work and the scheduled occupancy, noting door replacement was not practicable
in the medium term. The exemption specifies a range of conditions, which
include the use of class A asbestos removalists, supervision by a licensed
asbestos assessor, air monitoring and compliance with specified procedures.
