TALBOT to the minister representing the Minister for Environment:
I refer to the Environmental Protection Authority.
(1) Can the
minister inform the house which section of the Environmental Protection Act
1986 allows for a meeting of the EPA to be convened with only one authority
member in attendance?
(2) Was notice
of the meetings of the authority held on 1 March, 2 March, 14 May and 20 June
2012 given to the Department of Environment and Conservation?
(3) Were the
meetings of the authority held on 1 March, 2 March, 14 May and 20 June 2012
minuted? If not, why not? If so, will the minister table those minutes? If not,
why not?
(4) What additional
information was provided by Messrs Whitaker, Lukatelich and Glennon on or
before 16 February 2012 that led the EPA chair to change his previous
determinations that none of those authority members had a potential or actual
conflict of interest preventing them from participating fully in EPA meetings
when the Browse gas hub was on the agenda? If no additional information was
provided, on what other basis did the chair change his ruling that these three
authority members had no potential or actual conflict of interest?
(5) How and
when did the chair inform these members that he had changed his original
determination that they had no conflict of interest preventing them from
participating fully in EPA meetings when the Browse gas hub was on the agenda?
(6) Did Messrs
Whitaker, Lukatelich and Glennon exclude themselves at the EPA meeting on 26
October 2011 from discussion of and decision on agenda item 5.1 on the Browse
LNG precinct?
(7) Under
which provision of the EP act did Messrs Whitaker, Lukatelich and Glennon
exclude themselves from the agenda item relating to the Browse gas hub
assessment at the EPA meeting on 1 March 2012?
