I refer to the 2012 Legislative Council Estimates questions on notice supplementary information B11, and I ask —
(1) How has the Department calculated overall net satisfaction rate of students that self-identify as having a disability as 84.5 per cent given that the Student Satisfaction Survey Executive Summary states that only 79.4 per cent of persons who 'have a disability that affects their study' are satisfied with their course?
(2) Can the Minister provide specific details on what support services were provided with the $3 million the department purchased from State Training Providers in 2011 for this purpose?
(3) I refer specifically to the $30,000 made available to State Training Providers to provide personal care to students studying Certificate III or above, and I ask —
(a) why was this funding only available for students studying at Certificate III level or above;
(b) how did State Training Providers access this funding;
(c) was this funding again allocated to State Training Providers —
(i) for the 2012 academic year; and
(ii) for any future years; and
(d) if yes to (c), are the conditions for accessing this funding the same as those outlined in (b)?

(1) The figure of 84.5 per cent for "overall net satisfaction rate of students that self-identify as having a disability" includes both students who "have a health condition that
affects study" and students "who have a health condition that does not affect study".
The figure of 79.4 per cent only includes students "who have a health condition that affects study".
(2) According to State Training Provider 2011 Disability Service Strategic Plans and Disability Access Inclusion Plans this funding has been used for the following:
- specialised equipment for sight impaired students;
- assistive software and modified hardware and technical support;
- e-counselling service;
- career counselling and assistance with study pathways;
- interpreters, note takers, tutors, and appropriate support staff;
- participation in community events to raise awareness about training and employment opportunities for people with disabilities;
- professional development for staff to increase knowledge and skills regarding working with students with disabilities;
- provision of mentors for one on one, small groups and whole class assistance depending on students' needs;
- promotion of specialised support available to students with a disability;
- psychological Counselling services to enhance support available to students with a disability;
- building partnerships with community agencies to boost employment opportunities for student with disabilities;
- dedicated full time position to assist students with a disability adjust to the new environment; and
- review of existing courses/qualifications and implementation of new qualifications and traineeships opportunities to increase participation and retention.
(3) The amount was incorrectly reported previously - the allocation is $50 000 per year.
(3)(a) Research has demonstrated people with a disability are more likely to complete lower-level qualifications. This funding aims to increase levels of participation and completion rates by people with disability in higher level qualifications. A key strategy for Skilling WA - A workforce development plan for Western Australia, is to increase participation by under-represented groups in the workforce. Certificate III and above level courses are considered to provide the level of qualification required to provide a pathway to employment or higher studies.
(3)(b) State Training Providers are currently able to access the funding through a reimbursement model.
(3)(c)(i)-(ii) This funding is an annual budget allocation.
