SOCIAL HOUSING ECONOMIC RECOVERY
PACKAGE — APARTMENTS
1245. Hon NICK GOIRAN to the minister representing the
Minister for Housing:
I
refer to the Building Amendment Regulations (No. 3) 2020, published in the Government
Gazette on 24 April 2020.
(1) Are the 32 apartments the government has recently
purchased under the $319 million social housing economic recovery
package being built under the National Construction Code 2016?
(2) If yes to (1), is the government aware that these
apartments will be built without the significant enhancements to fire
safety, condensation risk management, engineering and energy efficiency
contained in the National Construction Code 2019?
(3) Has the
government considered the long-term impact that the NCC 2016 standards will
have on the safety, insurance, energy efficiency and resale value of these
apartments?
(4) Will these
apartments lack the balcony sprinklers required under the NCC 2019, which were
introduced in the current national code as an enhanced safety requirement to
address apartment fire risk following the 2014 Melbourne Lacrosse apartment
fire?
(5) Will the 32
apartments be accredited under the federal government's Nationwide
House Energy Rating Scheme, or will the
thermal efficiency standards of these apartments be met by verification using a reference building?

this answer having seen it for the first time at the table. In order to provide
a response to this question, the Department of Communities will need to
undertake consultation and therefore an answer
is unable to be provided in the required time frame. I will provide a response
to the honourable member on Tuesday, 24 November 2020. I have not seen
this answer before. If there is a way I can get the member an answer before
then, I will certainly endeavour to do so.
