I refer to the Tourism Western Australia Strategic Plan 2008 to 2013 Building for the Future and the Addendum for 2009 - 2010, and ask -
(1) Did the $1 million redirected from the Industry Development divisional budget to the Marketing Division budget in 2009 - 2010 cause any Tourism WA initiatives or programmes aimed at accelerating the development of Aboriginal tourism in Western Australia, to be delayed or ceased altogether?
(2) If yes to (1),
(a) what initiatives or programmes aimed at accelerating the development of Aboriginal tourism in Western Australia have been delayed or ceased this financial year; and
(b) what was the value of the programmes cut?
(3) Is the strategic plan’s Key Performance Indicator of a 20 percent increase in available Indigenous tourism product per annum currently being met by this Government?
(4) If no to (3), what initiatives are currently in place to increase the number of export quality Aboriginal tourism products in WA?

(2)(a) - (2)(b)
Aboriginal Tourism Consumer Research - $40 000 (one component of a $390 000 Indigenous Capacity Building Programme).
Aboriginal Workforce Development (trainees and cadets) - $153 000 ($100 000 of a $200 000 budget and the loss of a level 3 staff member).
(3) The Member has misquoted the Key Performance Indicator (KPI).  The KPI Measure is
"Growth in number of export ready Aboriginal tourism products in WA"
and the Target is
"20% growth in export ready products per year (as per the Tourism Australia Product Manual)"
.
The Tourism Australia Product Manual features information taken directly from Tourism Western Australia's Indigenous Tourism Product Manual. In 2008/09 there were 14 export ready Aboriginal products promoted in the manual. As at March 2010, there were 18. This represents a growth of 28 per cent.
