700. Ms M.M. QUIRK to the
Minister for Planning:
I have a
supplementary question. Is the reason the minister has failed to act on this
for two years that there have been too many other competing legislative
priorities?

The answer is
categorically no. We have certainly made other legislative changes within the
planning portfolio, for very good reason. I will not remind the house of all
those changes. The reason we have not finalised this issue at the moment has
nothing to do with other legislation.
Mr M. McGowan : What is it then?
Mr J.H.D. DAY : It is entirely for the reason that I just
outlined.
