Can the minister inform the House whether there has been any progress on the proposed marine research joint venture between the State Government and the Commonwealth Scientific and Industrial Research Organisation? Dr GALLOP

I am pleased to inform the House about a development that augurs well for the future of science, the environment and marine industries in Western Australia. I confirm that the CSIRO and the State Government have started work on a $20 million marine research program in Western Australia. The project, which got under way on 1 July, is known as the strategic research fund for the marine environment and is a joint venture with the State Government. I am happy to announce that the CSIRO has confirmed it will relocate 20 scientists and staff to Western Australia within the next six months. Arrangements for the necessary transfers have commenced, and advertising is in train for four new specialist appointments, which will be based in Western Australia. The research to which the State Government is contributing $10 million over six years will help ensure the sustainable development and conservation of Western Australia’s extraordinarily diverse marine environment. More than 75 per cent of this $20 million project will be spent in Western Australia. This is a worthy project that will see CSIRO scientists working closely with researchers in this State. It is an investment that recognises Australia and Western Australia as world leaders in the development and implementation of ocean management policy. Several members interjected. The DEPUTY SPEAKER: Order, members! Dr GALLOP: The end result will be a more strategic understanding of the marine environment, which will allow existing marine industries such as fisheries, gas and petroleum to demonstrate acceptable levels of environmental impact and will allow emerging industries such as marine tourism to develop. A centre of excellence in marine research will be created under the joint venture. I am pleased to announce that Dr John Keesing has been appointed research director of the project. Dr Keesing is based at the Western Australian Department of Industry and Technology and also has an office at the CSIRO marine research laboratory in Perth. This is a significant investment in Western Australia. It is a means by which this State can get some of the dollars that are spent at the commonwealth level. Several members interjected. Dr GALLOP: I cannot understand the Opposition. The only - Several members interjected. The DEPUTY SPEAKER: Order, members! I ask members to draw their attention to the speaker on my right. Dr GALLOP: The only explanation I can give is that the Opposition has a real problem with its attitude to matters of state importance. Several members interjected. Dr GALLOP: The problem is this: opposition members believe they were born to rule and they do not like it, because we are in government now! Government members: Hear, hear!
