(1 - 3) Project planning for the new Albany District Complex commenced in September 2002. The complex is now being built and will accommodate personnel from the existing Police Station, Traffic, Detectives and District Offices. The Police Complex will be collocated with a new Justice Complex. The estimated cost of the Police Complex is $9.265 million and occupation is scheduled for mid 2005. (4-5) Officers have been specifically recruited and trained to staff the Multi-Functional Police Facility at Balgo. One at the brevet rank of Senior Sergeant (Officer in Charge) and one at the brevet rank of Sergeant have been recruited. (6-8) Project planning for the new Kalumburu Station commenced in May 2004. The estimated cost is $1.558 million with completion scheduled for the end of 2005. (9 - 11) Project planning for a new Police Station at Laverton commenced in May 2003. Building Tenders have been received. The estimated total cost is $3.5 million with occupation scheduled for April 2005. (12 - 14) Project planning for a new police station at Newman commenced in November 2001. The project is now in the construction stage. The estimated total cost is $3.797 million with occupation scheduled for mid 2005. (15-17) In July 1998 planning of the Operation Support Facility commenced, however the original scope was inadequate and has had to be more than doubled from 15, 500 to 38, 700 square metres and proposed staff numbers increased from approximately 650 to 950 to adequately accommodate new policing initiatives, in particular the forensic demands of DNA. The Police Operations Support Facility is a staged development. Construction of the new Police Communications Centre (Stage 1A) was completed in July 2001. The new Forensic Facility (Stage 1B) has progressed to design development stage. Completion of Stage 1 of the Operations Support Facility is scheduled for mid 2006. Funding was provided for Stage 2 - Traffic Support in the 2004/2005 budget. The estimated capital cost of Stage 1 and 2 is approximately $56.4 million. (18-20) Project planning for a new police station at Wanneroo commenced in October 2002. Design development is proceeding. The estimated total cost is $3.0 million with occupation scheduled for the second half of 2005. (21-24) Project planning for a new multifunctional police facility at Warburton commenced in January 2004. The estimated total cost is $1.439 million with occupation scheduled for May 2005. Staff have been specifically recruited and trained to staff the Multi-Functional Police Facility at Warburton. (25) The Government committed to boost the police budget by at least $20 million over four years and has in fact boosted the police recurrent budget by $174 million from $442m in 2000/01 compared to $616m in 2004/05. The allocation of the additional $20m "boost money" has and is being expended on a range of initiatives including local policing initiatives, long range patrols, border checks, helicopter operational hours, water police patrols, increased deployment of canine, OMCG operations, the country radio network, BCI equipment, fingerprint data entry terminals and so forth. (26-28) $4,818,236 of protective, safety, surveillance, field and tactical response equipment will be purchased by June 2005. (29-30) The DCAT program comprises 35 projects and includes: Frontline IMS (Stage 2) - A major enhancement to Stage 1 to include the ability to issue warrants, restraining orders, and juvenile cautions, manage bail reporting conditions, handle traffic crashes, manage missing persons, manage internal investigations, and integrate other police information into an incident (including a person or organisation's history of involvement with police, as well as driver and firearms licences). The system will significantly improve the Police Service's intelligence and investigation capabilities. Custody - A new system to help process offenders from initial apprehension through lockup admission and custody management to final release or transfer. The system is capable of recording all events relating to a period in police custody, providing a full and accurate record should later scrutiny be required. CAP : Speed - A new system which deploys state-of-the-art speed and red light cameras, and captures images of traffic offenders directly onto infringement notices. The system will enable the proclamation of owner onus legislation, help police enforce speed restrictions, and ultimately help reduce accidents on WA roads. Mainframe Decommissioning Framework - An infrastructure project that will help police move its software applications from the legacy mainframe platform to a more modern and supportable platform. Records Management - A new system to help police move from the simple tracking of physical files to full electronic document management consistent with the requirements of the various State Archive and Records Acts. This will deliver significant efficiency gains in document handling as well as reducing business risk. License and Permit Management - A single system to manage all license and permit applications / renewals that are conducted by police. This will deliver more efficient processes and a better service to the community. (The Government provided $112.8M over 6 years in capital funding was allocated over 6 years from the 2002-03 financial year forward. (31) Audio/visual, communication, operational, photographic, radio, safety, scientific and traffic equipment. (32-34) $10.676 million has been allocated to be expended by June 2006. Work is are being undertaken to address the following occupational safety and health issues: Electrical (e.g. additional power points, upgraded lighting etc) Slips, trips and falls (e.g. trip hazards including cabling on floors, floor finishes, pathways, handrails etc) Office ergonomics (e.g. chairs, desks, storage areas for property, bikes, firearms, ammunition etc) Firearm loading/unloading bays Workplace facilities Personnel safety (e.g. duress alarms, holding rooms, emergency evacuation procedures, emergency lighting/exits, fire extinguishers etc) External items (e.g. vehicle compound fencing, traffic directional control, external storage for fuel/equipment etc) Hazardous substances, forensic labs (e.g. upgraded ventilation, chemical storage, emergency eyewash/shower etc) Other site specific building issues. (35) More than fifty vehicles that have reached the end of their operational life have been replaced under this program. Vehicles replaced include motorcycles, trucks, trailers and buses. (36-37) The Police Metropolitan Radio Network (PMRN) CADCOM Stage 1C project commenced on July 1, 2003.The CADCOM Planning Costs commenced on July 2002. Total expected cost of the Police Metropolitan Radio Network (PMRN) CADCOM Stage 1C project is $59.354M and is expected to be completed in June 2008. (38-39) The $7.6 million program includes cell upgrades at Joondalup, Mandurah and Armadale Police Complexes, Katanning and Kalamunda Police Stations, replacement of the Water Police wharf, accommodation changes at the Perth Police Station and additional CCTV equipment at the Perth Watch House to be completed by June 2005.
