CANNABIS, DECRIMINALISATION OF CULTIVATION 940. Mr BIRNEY to the Minister for Police: I refer the minister to comments made by South Australian Detective Chief Superintendent Denis Edmonds in the Sunday Times last week about the decriminalisation of cannabis cultivation. He said, “It is our belief you should not be able to produce any plans at all under the expiation scheme.” (1) Has the minister received any submissions or advice from the Western Australia Police Service warning against the decriminalisation of cannabis cultivation? (2) Given the overwhelming evidence from South Australia that decriminalisation will lead to increased crime, importation of harder drugs and more organised crime involvement, why is the Government continuing to pursue such a policy? Mrs ROBERTS

This is a very opportune question, because only this morning I opened the second Australasian Conference on Drugs Strategy, which is being attended by 450 people, primarily from around Australia, and which has both national and international speakers. It is a landmark conference because ours is only the second law enforcement agency in Australia to hold such a comprehensive conference on drug strategies. I hope that it will examine a range of strategies for dealing with the drug issue in a comprehensive and collaborative way. I am not the minister responsible for the drug strategy. (1) No. (2) The Prior committee travelled to South Australia and has taken on board what has happened there, and that information is included in its report. An announcement will be made in due course about what this Government intends to do.
