(2) If yes, does this mean that a person who currently has an annual rental income of $10 000 will then have council rates assessed on a figure of $11 000, which includes GST? (3) If so, why has the Government decided to include GST in the assessment of council rates? (4) Is the inclusion of GST in this equation not a tax on a tax?
