Mr. Love questions the Premier about the government's stance on Community Resource Centres (CRCs) in regional WA, referencing a report and the Premier's past statements. The Premier's response is initially evasive, then defends the government's commitment to CRCs while criticising the previous National Party's management of them.

COMMUNITY RESOURCE CENTRES — FUNDING
588. Mr R.S. LOVE to the Premier:
I refer to the government's $38 000 report that led
to its backflip on slashing community resource centre funding.
Dr A.D. Buti interjected.
The SPEAKER : Member for Armadale, I call you to order
for the first time.
Dr A.D. Buti interjected.
The SPEAKER : I will call you to order for the second
time, just to make it comfy. Member, start again.
Mr R.S. LOVE : I refer to the government's $38 000
report which lead to its backflip on slashing community resource centre
funding. The report states —
 to dilute this —
CRC network —
would be detrimental to the
programs capacity to touch point with many smaller and less accessible
locations in the regions.
Does the Premier still hold the view, which he articulated in
this house last year, that CRCs are no longer essential in regional WA, because
everyone has a smartphone?

I thank the member for the question. When I saw him stand up,
I thought he was going to ask me a question about the live sheep industry. You
might have noticed, Mr Speaker, that someone has closed it down.
Point of Order
Mr D.T. REDMAN : I ask
you to bring the Premier to the issue of relevance. He could not be further
from the question.
Several members interjected.
The SPEAKER : I will hear
the point of order in silence. Was that it, was it? That was not a point of
order.
Questions without Notice Resumed
Mr M. McGOWAN : Obviously, the Nationals WA do not care
about the live sheep industry. Obviously, its members do not want me to talk
about the live sheep industry, because week in, week out we have seen that lot
stand up and carry on about it. Now we see the federal minister close the
entire thing and they do not say a word. What a joke they are. Then I thought
the question might be about the Southern Ports Authority.
Several members interjected.
The SPEAKER : Members.
Mr M. McGOWAN : We already know that the National Party
has a matter of public interest on that tomorrow. We will hear about the
Southern Ports Authority tomorrow when it raises its MPI. We will get it by 12 o'clock,
because I note the Liberal Party does not do MPIs anymore. The Liberal Party is
too ashamed of its performance here and nationally. It is too afraid to stand
up in this place and raise these issues, because it is a national joke and
embarrassment. To the question.
Several members interjected.
The SPEAKER : Members!
Mr M. McGOWAN : Obviously, we
undertook some engagement and a report into CRCs. We know that the performance
of CRCs in many communities needs to be improved. We are pleased to see the
report uncover that and I am very pleased to ensure that not only will the CRCs
continue but we will also ensure that they focus to a far greater degree on
training opportunities in regional Western Australia. We want to move away from
the model the National Party had in which it put National Party hacks and
friends into CRCs. National Party members would give a mate a job, give some
friend a job and give the branch president's husband or wife a job in
the CRC. That was the National Party model.
Several members interjected.
The SPEAKER : Members of the
National Party, you asked a question and you want an answer to it. Just let the
Premier answer it.
Mr M. McGOWAN : I hear the
Leader of the Opposition interjecting, but he will not ask me a question. I just
want a question. Please, Leader of the Opposition, just ask me a question; I am
just waiting for one.
Several members interjected.
The SPEAKER : Members!
Mr M. McGOWAN : But if he does
ask me one, I might have a few things to say to him.
Dr M.D. Nahan interjected.
The SPEAKER : Leader of the
Opposition.
Mr M. McGOWAN : We are going
to move away from CRCs being —
Ms M.J. Davies interjected.
The SPEAKER : Leader of the
National Party, I call you to order for the first time..
Mr M. McGOWAN : — National
Party placement zones and we will make sure they have a proper role in training
young people in regional communities who need that service.
