I do not know whether the Leader of the Opposition wants a long or succinct explanation.  In the interests of facilitating the business of the House, I propose to give what I trust will be a reasonably appropriate explanation, which will also be succinct. The Totalisator Agency Board rightly belongs in the racing and gaming portfolio because the role of the TAB is to service the best interests of the racing codes.  I know that it has some other bits and pieces, but that is its fundamental role.  The Lotteries Commission is an enterprise; it raises money that goes back to the community.  It rightly fits within the government enterprise portfolio for the reasons set out in the Machinery of Government Taskforce report.  I invite the honourable member to closely read that report.  I note that the Leader of the Opposition asked a question about this issue yesterday.  He seems to have read the report better this time round.  I invite him to read it more closely.
