Now that the City of Fremantle has passed its Town Planning Scheme for land use along the to be deleted Fremantle Highway reserve -
(1) Are there any legal impediments to the immediate transfer of management of Clontarf Hill to the City of Fremantle?
(2) If so, what are they?
(3) If there are no legal impediments when will the Government transfer management of Clontarf Hill to the City of Fremantle so it can begin to establish its local Green Plan?

(2) The Fremantle Eastern Bypass (Primary Regional Road) reservation has not yet been deleted from the Metropolitan Region Scheme (MRS) consequently the zonings of the land within the new City of Fremantle Town Planning Scheme No. 4 in respect of the Bypass can not be put into effect until such time as the MRS Amendment has been finalised and becomes effective.
