(1) I refer to the
privately owned land comprising the Ocean to Preston Regional Park, and I ask
the Minister to identify the owners of each of the following properties: (a) lot 1 Rawling Road, Davenport; (b) lot 5 South Western Highway, Davenport; and (c) each of lots 3, 4 and 8 Bussell Highway,
Davenport? (2) In
relation to each of the parcels of land identified in (1): (a) what is the estimated purchase price of the land
parcel; and (b) what is the current status of negotiations with
landowners to purchase the land? (3) I
refer to the decision to cease development on all joint venture partnership
College Grove lands south of Somerville Drive (bushland associated with the
Woodcrest Rise development) and to include the land in the Ocean to Preston
Regional Park, and I ask, has this land been added to the Regional Park? (4) If
no to (3), why not? (5) Who
owns the land referred to in (3)?

1. (a-c) The details of private landholdings would not normally be provided in a public forum, particularly when they could be the subject of future negotiations. They can be provided to the Member in confidence.
2. (a) There are no current estimates available, as market valuations are obtained when negotiations commence. (b) There are currently no negotiations underway to purchase these properties.
3. Assuming the Member is referring to Lot 9000 (to the east of Bussell Highway, north of Centenary Road and south of the College Grove urban area), the portion which is currently reserved ‘Regional Open Space’ by the Greater Bunbury Region Scheme is included in the proposed regional park.
The portions which are currently zoned ‘Urban’ by the Greater Bunbury Region Scheme are not included in the proposed regional park, however the City of Bunbury draft Local Planning Scheme No. 8, which is currently being advertised proposes that these portion be ‘Local Reserves’ for the purposes of Environmental Conservation and Public Open Space.
4. Only land reserved ‘Regional Open Space’ is included in regional parks.
5. Lot 9000 (as per assumption for part 3) is Unallocated Crown Land and is therefore owned by the State of Western Australia.
