DIGITAL ADVERTISING — KWINANA FREEWAY
327. Mrs M.H. ROBERTS to the Minister for
Road Safety:
I refer to the Minister for
Transport's botched decision to turn off a billboard that was subject
to a commercial agreement and then do a safety review after, rather than
before, the decision was made.
Several members interjected.
The
SPEAKER : Member for Wanneroo, I call you to order for the second time.
Mrs
M.H. ROBERTS : I ask —
(1) Was the
Minister for Road Safety consulted before the decision was made to have a
highly distracting billboard placed over the freeway?
(2) Was the
Office of Road Safety consulted before the decision was made?
(3) Will the
minister or the Office of Road Safety be involved now in this new retrospective
review?

I thank the member for Midland for
the question.
(1)–(3) My
understanding of the process around the billboards was that the Office of Road
Safety was involved in a safety audit at the beginning of the process. That
information was fed through to the Commissioner of Main Roads who, I
understand, has the ability under his delegated authority to authorise that
signage. Once the signage went in, the Minister for Transport, as he has
already said on the record, had some concerns about the potential safety
aspects of one of the signs. The Office of Road Safety has again been consulted
as a result of the Minister for Transport raising those concerns. As the
minister said, he has commissioned another road safety audit into the signage
to determine whether or not billboard signage over Bull Creek train station is
a safety issue. We will await the outcome of that process.
