I have a supplementary question. Will the Premier tell the house precisely why he will not sign the water initiative? Dr G.I. GALLOP

I gave a very clear answer, Mr Speaker. We have had experience of a lot of these national initiatives. Once we sign up and are part of these national initiatives, the timetable is set by someone else and the criteria are set by someone else. Mr P.D. Omodei : Every other state has signed it. Dr G.I. GALLOP : Other states can speak for themselves. I am Premier of Western Australia. Everyone in this house knows that we are leading the nation with our water strategy. We are not being circumscribed by a national agenda that was set and determined for other reasons; we are getting on with the business. The opposition should look at what we are doing on irrigation and compare it with what is happening in the other states. Mr P.D. Omodei : You are like a schoolchild. Dr G.I. GALLOP : No, I am the Premier of Western Australia and proud of my state. The SPEAKER : I call the member for Warren-Blackwood to order for the third time.
