I refer to the Premier's Circular 2019/06 - Report on consultants engaged by Government, noting that excluded from the report are contracts in respect of engineering services, training programs, printing, computer development and support services, actuarial services, publicity and promotional programs, project management services, valuations, accounting services, customer surveys and bench marking, and I ask: (a) Since 1 January 2017, have public affairs firm CGM Communications been engaged by any government department, agency or government trading enterprise in the Minister's control and if so: (i) for what purpose has the firm been engaged; (ii) was the engagement subject to an open tender process; and (iii) what is the total cost of each consultancy?

(i) The purpose of engaging CGM is to increase access to justice by increasing community awareness of Legal Aid WA services and delivering targeted communications to disadvantaged people and those in contact with disadvantaged people.
(ii) No. An open tender process was not required. Under the Department of Finance procurement guidelines an open tender process is only required for contracts over $250,000.
(iii) CGM charged Legal Aid WA $16,170 in 2020, $64,680 in 2019, and $30,469.77 in 2018 for media services to let the community know about the availability of Legal Aid services. In addition, CGM have delivered 2 workshops ($2,750 and $3,300), and produced a strategic document ($1,650). The total cost of CGM’s consultancy since they were first engaged in July 2018 is $119,019.77.
