When will the government live up to its election promise and its agreement with local government to adequately fund public library stock and accept the 2004 recommended level of $5.50 per Western Australian citizen as the only method of funding that will allow libraries to properly stock our libraries, allowing for our rapidly increasing population? I thank the member for some notice of this question. I can assure the member that this government is meeting its election promise. The framework agreement between state and local governments was signed in 2004. This was the first agreement for the provision of public library services in 40 years and it was delivered by this government. That agreement was to restore the public library stock around Western Australia and move as close as possible to 1.25 books per capita. Above the annual base of $6.5 million, the state government committed an additional $4 million in its first term of government and a further $10.3 million, above the annual base of $6.5 million, over four years from 2004-05 to 2007-08 to meet the needs of the framework agreement. Funding models for public library resources will be considered as part of the review of the framework in the negotiation of a new agreement for the 2008-09 financial year.
