In regards to an intermodal hub at Parkeston for the transfer of uranium from truck to rail, referred to in four uranium scoping documents submitted by Cameco, BHP Billiton, Mega Uranium and Toro Energy, and more recently in the ERMP for the Wiluna uranium mine by Toro Energy Pty Ltd -
(1) Who is the proponent for the facility at Parkeston?
(2) If there is no proponent, what is State Government’s role in advancing the Parkeston facility?
(3) Is the State Government intending to seek expressions of interest or tenders for the development of the Parkeston facility?
(4) Is the State Government supportive of the establishment of the facility at Parkeston?
(5) What is the State Government’s preferred process for establishing a facility at Parkeston, and what is the next step in this process?
(6) What discussions have been had between the State Government and the Kalgoorlie Council about the Parkeston facility?
(7) What discussions have been had between the State Government and the Federal Government about the Parkeston Facility?
(8) Based on preliminary discussions, what corporation(s) or government agencies would finance the project?

(1) There is no proponent for the Parkeston Facility at this stage.
(2) In the 2011-12 State Budget $5 million of Royalties for Regions funds have been allocated to the Department of Transport to work in consultation with Main Roads Western Australia and the Department of Regional Development and Lands to commence planning studies to investigate the PortLink concept. The PortLink concept will investigate the feasibility of transport freight corridors linking the eastern states of Australia to the ports of Esperance, Port Hedland and Geraldton / Oakajee through an intermodal logistics freight terminal at Kalgoorlie. The preferred location for the terminal site will be determined at the completion of these studies and may or may not be the suggested Parkeston facility.
(3) Expressions of interest or tenders for the development of the intermodal terminal site will not be called by the State Government until the Portlink studies have been completed and a decision by the State Government is made to proceed on a preferred site with approved funding in place.
(4) Refer to answers provided at (2) and (3).

(6) In the context of discussing the development of PortLink, the State Government has spoken to City of Kalgoorlie Boulder about potential sites for an intermodal terminal. In these discussions Parkeston has been raised as one of the possible sites.
(7) In the context of discussing the development of PortLink, the State Government has spoken to the Federal Government about potential sites for an intermodal terminal. In these discussions Parkeston has been raised as one of the possible sites.
(8) Until the Portlink studies referred to in (2) have been completed and considered by the State Government, financing arrangements are not required.
