I refer to the answer to my question without notice 578 of Tuesday, 17 August and to the Premier’s statement that the Department of Premier and Cabinet and the Department of Treasury and Finance undertook extensive research into various procurement options. (1) Was a business case prepared? (2) What is the itemised dollar value of any savings identified in the business case? (3) Will the Premier table the business case? (4) If not, why not? Hon KIM CHANCE

I thank the member for some notice of this question. (1)-(4) A formal business case was not prepared for the link between Governor Stirling Tower and the new shared corporate services centre in Cannington. This was a simple procurement process undertaken in accordance with the Department of Treasury and Finance basic telecommunications services common use contract. A business case was prepared for the proposed purchase of dark fibre for the area between Governor Stirling Tower and Dumas House. The business case identifies that purchase of the dark fibre may result in savings, over the annual access fee option, in the vicinity of $40 000 in the initial year and thereafter $150 000 per annum. I am not prepared to table the business case as the procurement process for this requirement has not been finalised.
