(1) I refer to the historic agreement that exists, between the Esperance Shire Council and what was formerly the Department of Transport, that requires the Department of Transport to pay 75% of the cost of replenishing sand lost through erosion between the Esperance Tanker Jetty and Bandy Creek Harbour and ask why have the Department short paid their commitments this year by $87 234?
(2) Will the Minister honour this historical commitment, which is based on the payment of 75% rather than the actual dollar amount, by directing the Department to pay the $87 234 shortfall to the Esperance Shire Council?

The Esperance Shire Council's claim related largely to works that have not been agreed to, and fall outside the past arrangements. The sum of $87,234 is not the amount that is owed to the Council, and will not be paid. There is an amount of $18,955.18 payable to the Council that is a carry over from last financial year. For some years Council has been submitting part of its claim at the end of the financial year, necessitating payment out of the following year's budget. The DPI paid out the entire budget allocation of $80,000 last financial year. The Esperance Shire Council owes an amount of $9,065 to the DPI as its contribution to the cost of the design and documentation of the new groynes at the Tanker Jetty. The DPI has agreed to offset this amount against the $18,955.18 that it would historically have been prepared to pay for sand nourishment, leaving a balance of $9,890.18. As the entire budget allocation was expended last financial year, I have requested the DPI expedite payment to the Shire of Esperance. The Director General has undertaken to provide a cheque for that sum by the end of the month. In the meantime, we are exploring the possibility of providing funding for a sand renourishment system to provide a more permanent solution to the problem.
