QuestionView source ↗
I refer to the amount of ground water used for golf courses and other developments in Secret Harbour and Port Kennedy. (1) Could the minister advise how much ground water was used for these developments in each of the past 10 years? (2) Has there been an assessment of the environmental impacts on the water table and surrounding wetlands of drawing ground water; and, if so, what were the results? (3) If an assessment has not been carried out, why not? Hon KIM CHANCE

I thank the member for some notice of this question. (1) The two major developments in the Secret Harbour and Port Kennedy areas are the Secret Harbour golf links and the links at Kennedy Bay golf course. Some of the data on these developments is stored in archives and not readily accessible; however, I can provide the following information. If the member would like more detailed information, I ask that she place this part of the question on notice. Secret Harbour golf links irrigates 50 hectares of golf course and 38.5 hectares of public open space. Ground water use is as follows: 1993-94 -1 042 944 kilolitres per annum; 1994-95 - 925 460 kilolitres per annum; 1995-96 - 641 885 kilolitres per annum; 1996-97 - 581 896 kilolitres per annum; 1997-98 - 617 246 kilolitres per annum; 1998-99 - 728 088 kilolitres per annum; 1999-2000 - 702 963 kilolitres per annum; 2000-01 - 822 518 kilolitres per annum; 2001-02 - 587 260 kilolitres per annum. The operators of the golf course implemented a drought response strategy for 2001-02. The annual extraction of 587 260 kilolitres for this period demonstrates the success of this program. The links at Kennedy Bay golf course is licensed to extract 320 000 kilolitres per annum. The company has reported that since 1993 ground water extraction has been within this limit. In 2001, Kennedy Bay golf course applied for an additional 680 000 kilolitres per annum for the extension of the golf course; however, the Water and Rivers Commission refused the application on the grounds of unacceptable environmental impacts. (2)-(3) An extensive assessment has been undertaken by both parties of the environmental impacts of drawing ground water on the superficial aquifer and the surrounding suite of wetlands. Both developments provide monitoring reports outlining their extraction and the monitoring of water quality and levels in the superficial aquifer and surrounding wetlands. Both licensees have contingency plans in place in the event that water levels fall below stipulated criteria. The minister has been advised by the Water and Rivers Commission that the present rate of extraction is being managed within the sustainable limits. Secret Harbour golf links has recently completed a report reviewing the environmental water level criteria for the Anstey Q and Becher suite of wetlands. The Water and Rivers Commission is currently assessing this report.
