I refer to grants issued by the State Government through the Recycling Modernisation Fund, and I ask: (a) in regards to the the $5,600,000 awarded to Chairay Sustainable Plastics Company Pty Ltd in Round 1 to build a new 15,000 tonne per year plastics reprocessing plant, which the Government previously advised during the 2024-25 Budget Estimates would be complete and operational by 30 June 2025: (i) has the plant been built: (A) if yes to (a)(i), when was construction completed; and (B) if no to (a)(i), why not and when is it expected to be completed; and (ii) is the plant fully operational: (A) if yes to (a)(ii), when did it become fully operational; and (B) if no to (a)(ii), will it be fully operational by 30 June 2025, and if not, when is this now expected to occur; and (b) according to the Department of Climate Change, Energy, the Environment and Water Recycling Modernisation Fund dashboard, none of the funded projects in Western Australia have been completed. For each project that has received State Government funding through this fund: (i) what was the estimated completion date at the time the funding was awarded; (ii) what is the current estimated completion date; (iii) has the scope, scale, or location of the infrastructure and its planned recycling operations changed since the funding was awarded; and (iv) if yes to (b)(iii), please identify the changes?

(a) (i)-(ii)     Chairay Sustainable Plastics Company Pty Ltd were awarded $5,600,000 to build a new 15,000 tonne per year plastics reprocessing plant and 6,000 tonne per year sorting line in the Perth metropolitan area to recycle Polyethylene Terephthalate (PET), high-density polyethylene and polypropylene. Due to the limited supply of available premises with suitable infrastructure for recycling facilities of this nature and timing of the procurement of the Polyethylene Terephthalate (PET) flaking line, commissioning of the plant is scheduled for December 2025.
