SHIRE OF KALAMUNDA–CITY OF BELMONT —
URBAN GROWTH
1044. Hon KEN TRAVERS to the
minister representing the Minister for Planning:
(1) What is the government's target for new dwellings
in the Shire of Kalamunda by 2031?
(2) What does the government estimate will be the population
in the Shire of Kalamunda in 2031?
(3) Has the
government identified any new areas for future urban growth in the Shire of
Kalamunda or the City of Belmont since the release of the ''Delivering
Directions 2031—Report Card 2013''; and, if yes, what are they?

I thank the member for some notice of this question.
(1) The ''Delivering
Directions 2031—Report Card 2013'', which is available at
www.planning.wa.gov.au/publications/6508.asp, contains a set of infill numbers
for all local government areas. These numbers are targets that local
governments should seek to meet to achieve the regional infill target in the
delivering directions document and beyond. For the Shire of Kalamunda, the
infill target up to 2031 is 6 710 new dwellings. For greenfield areas, there is
no specific dwelling target but, rather, a density target of 15 dwellings per
gross hectare—a 50 per cent increase on the historical average of 10 dwellings
per gross hectare.
(2) The
Western Australia Tomorrow band C forecast for the Shire of Kalamunda in 2026
is 62 300. The latest Australian Bureau of Statistics estimated resident
population figure as at 30 June 2013 is 59 716. WA Tomorrow is a 15-year
forward forecast, and, as such, a 2031 projection is yet to be completed.
(3) The
Department of Planning is in the process of preparing sub-regional structure
plans for the outer metropolitan and Perth regions, and an urban consolidation
plan for the central metropolitan region. These plans will contain future urban
growth areas and infill proposals.
