I have a supplementary question. The minister stated that it was for the community benefit. The City of Melville has estimated the community benefits to be $270 000. How can an additional 90 dwellings be acceptable for a community benefit costing $270 000? Ms A.J. MacTIERNAN

I ask the member for Alfred Cove - I was about to say the member for Duncraig House, but she has moved on - to think a little larger. She should think about the planning of the entire city. It is not possible or desirable to have a city composed entirely of quarter-acre blocks. We need diversity, and we need to contain sprawl. We will not do either of those things if we continue to have a rabid, knee-jerk reaction against any high-rise development.
