1. The current design capacity of Roebourne Regional Prison is 116 beds, with a temporary modified capacity (which includes additional bedding strategies like double bunking and/or trestle beds) of 140 beds. The Millstream Work Camp has capacity for an additional 8 prisoners.
2. On Monday 25 June 2007, the prisoner population at Roebourne Regional Prison was 170 persons, including 7 persons assigned to Millstream Work Camp and 1 person assigned to lock-up duty.
3. On Monday 25 June 2007, the prisoner population of Roebourne Regional Prison exceeded prison design capacity by 37.1%. The prisoner population exceeded the temporary modified capacity by 14.9%.
4. Of the 167 prisoners at Roebourne Regional Prison on 22 June 2007, there were 85 classified as minimum security.
5. Of the overall prison population at Roebourne Regional prison on 22 June 2007, the percentage of prisoners classified as minimum security was 50.9%.
6. The prisoner work capacity of Decca station is 10 -15 prisoners.
7. Building renovations and site clean-up work commenced at Decca station in February 2006. The prisoners involved in the project attend TAFE and are undertaking Certificate training. The practical aspect of the training is done at Decca station as part of the overall project to develop the station for use as a work camp and training facility.
8. There was one full time Project Officer working on this project.
9. No date has been set for Decca station to become a fully operational work camp. The Decca programme of prisoners attending TAFE courses as part of an employment ready upon release strategy has been operational since February 2006.
10. The cost of removing asbestos from the buildings at Decca station was $22,000.
11. The Superintendent Roebourne Regional Prison held discussions with the Ngarliyarndu Bindirri Aboriginal Corporation Roebourne (owners of the land) and representatives of the traditional owners, one of whom is a council representative and one of whom is a Senior Community Corrections Officer.
12. It is planned that the prisoners will remain on the Decca course for six months.
13. TAFE are delivering the instruction at Decca and the course utilises the six month timeframe.
14. A large scale evaluation of all work camp operations in Western Australia is planned for the 2007/08 financial year. The operation of the Decca station will be part of this evaluation.
15. The work camp evaluation will be managed by the Research and Evaluation Team, Strategic Planning Branch and Strategic and Executive Services within the Department of Corrective Services.
16. Not applicable.
17. None of the current prisoners scheduled to work at Decca station could have been released on parole into the community.
