My question relates to the ministerial review of the building and construction industry training fund levy, which was completed in July 2002. (1) Which recommendations of the report will the Government pursue? (2) Recommendation 13 of the review and the recent Auditor General’s report identified the need to undertake research into why there is a high drop-out rate in the vicinity of 30 per cent for apprenticeships. (a) Does the minister intend to commence such research; (b) if yes, when will the research take place; and (c) who will conduct the research? Hon SUE ELLERY

On behalf of the parliamentary secretary representing the Minister for Education and Training, I thank the member for some notice of this question. (1) Of the substantive recommendations, elements of recommendation 5 and recommendations 7, 9, 17 and 22 either have been endorsed, have been implemented or will be pursued. Consistent with the review report, the operational recommendations are to be dealt with by the new building and construction industry training board, except recommendation 20, which is being pursued in a proposed Bill, and recommendation 18, which was not endorsed by the previous Minister for Training, Hon John Kobelke, MLA. (2) (a) The minister has discussed this issue with the chair of the BCIT board and understands that the board is currently developing a research plan to address this and other issues raised in the review. (b)-(c) This has yet to be determined.
