to give advice to prove that he did not give Dr Vogel advice —

I think that I have
caught the substantive question in that particular matter. I do not have the
advice or the document that the member opposite is referring to, but my
recollection of the advice that I think the member is referring to—the
advice from 2011—from the Public Sector Commission to the chairman of
the Environmental Protection Authority was that the code of conduct needed to
comply with all relevant sections of the Environmental Protection Act. This is
what has subsequently been found to have not happened.
