140 WILLIAM STREET - KEVIN REYNOLDS
Yesterday the minister claimed that Construction, Forestry, Mining and Energy Union official Kevin Reynolds played no role in awarding the 140 William Street site to Cbus. Given that during 2005 Kevin Reynolds and the chief executive officer of Cbus, Sandy Grant, met with government ministers and other members and, following these meetings, Mr Grant is reported to have indicated that Cbus was interested in rebuilding the William Street site if public servants anchored the new office tower; given that following that meeting, the government agreed in September last year to occupy 22 000 square metres of the site at a cost of $6.2 million a year for 15 years; and given that on Monday the government announced that Cbus was the successful tenderer, how can the minister expect the public of Western Australia to believe her comments that Kevin Reynolds played no role in awarding 140 William Street to Cbus? Several members interjected. The SPEAKER : Members on my right-hand side think that they need to assist the minister to answer the question. I have absolutely no doubt that their help is not required, particularly with this minister. Members should desist. If members on my left ask a question, they should not then interject to a level so that the minister cannot answer the question. Ms A.J.G. MacTIERNAN

In 2003 the government started considering the configuration it wanted on that site. Right from the very outset of that planning, long before the Minister for Housing and Works was even the responsible minister, the government determined that a precommitment would be an important part of this project. Mr M.W. Trenorden interjected. The SPEAKER : I call the member for Avon to order. Ms A.J.G. MacTIERNAN : The member for Avon is very excitable. We believe that it made a lot of economic sense for us to leverage the maximum return from that land. The planning for a precommitment started back in 2003, well before any discussions were held with anyone about anything. Mr M.W. Trenorden interjected. The SPEAKER : I call the member for Avon to order for the second time. Ms A.J.G. MacTIERNAN : The steering committee that has been put together includes representatives from the Department for Planning and Infrastructure, the Department of Housing and Works, the Department of Treasury and Finance and LandCorp. It is a group of senior public servants who have come together to provide advice to the government on this matter. They were totally in control of the process, and their recommendation was that the preferred proponent should be Cbus. A probity auditor was involved in this project at all times, and no discussions took place in which the probity auditor was not involved. We see in the opposition a mindless prejudice against superannuation funds. It is appropriate that superannuation funds operate in Western Australia; we want to be able to access the vast sums of money they have accumulated. Mr M.W. Trenorden interjected. The SPEAKER : I call the member for Avon to order for the third time. Ms A.J.G. MacTIERNAN : The ridiculous proposition is that, somehow or other, the government should never grant preferred proponent status to or enter into a contract or arrangement with a superannuation fund. Is the opposition concerned that many members on both sides of this house have had discussions with Multiplex? Are members opposite equally concerned - Mr T. Buswell interjected. The SPEAKER : I call the Deputy Leader of the Opposition to order for the third time. Ms A.J.G. MacTIERNAN : Members of the government meet very often with large construction companies. They are always encouraged to be involved in our projects. We want a very competitive field. That is completely different from saying that such companies have any role whatsoever in the selection process.
