The West Australian

(a) what is the estimated cost of replacing the pipes;
(b) has it been established which party is responsible for replacing the pipes and, if so, who;
(c) if no to (3), why not; and
(d) when was the Department of Regional Development first informed of the leaking pipes, and by whom?
