DISABILITY SERVICES COMMISSION, SUPPORTED ACCOMMODATION FUNDING
I refer to the most recent round of Disability Services Commission funding to support people with disabilities and ask - (1) How many individuals applied for funding for supported accommodation? (2) How many individuals were successful in securing funding for supported accommodation? (3) How much would it cost to approve all the applications for supported accommodation funding? (4) What steps will the Government take to provide urgently needed long-term supported accommodation to those individuals with disabilities who can no longer rely on relatives to meet their care needs? Ms McHALE

I thank the member for some notice of this question. I indicated in my ministerial statement that this is a matter with which we have been grappling. (1) In the July to September quarter, 169 individuals applied for funding for supported accommodation. We normally have four funding rounds each year. (2) The independent assessment panel has considered the applications for this quarter and has recommended that 17 individuals receive accommodation support from the funding available for this purpose. (3) This quarter, the applicants requested a total of $8 992 703. The total funds requested by people assessed as being in immediate need were $5 501 030. (4) The Gallop Government will be announcing a number of strategies that relate to this issue in the context of the state budget. In addition, I will be advocating strongly with the Commonwealth that it pick up its responsibilities for unmet need in this and other disability areas. I remind members that in 1999, the Commonwealth offered an additional $150 million nationally, but that has not been included in the Howard Government’s forward estimates from 2002 onwards. Respite funding is an essential support strategy to prevent families from moving into crisis and requiring out-of-home accommodation, and I will be pursuing this matter with the commonwealth and state ministers when we meet in August. I also tell the member for Churchlands that this Government has committed $10 million over four years to implement a range of initiatives that will provide more formal and practical recognition of carers with responsibility for people with disabilities. It must also be kept in mind that funding for supported accommodation is only one part of the commission budget. In this quarter’s funding round, 85 people received a share of $1.6 million in individual funding to provide supported accommodation, intensive family support, and alternatives to employment.
