On behalf of the parliamentary secretary representing the Minister for Planning and Infrastructure, I thank the member for some notice of this question. (1) Negotiations are in progress with a landowner for a portion of land on the south western corner of the Middle Swan Road and Great Northern Highway intersection. In 1992 Main Roads referred to the Environmental Protection Authority the proposal to extend the dual carriageway of Reid Highway eastwards between Beechboro Road and Great Northern Highway. The Minister for the Environment subsequently approved the project and issued ministerial conditions to Main Roads in January 1995. Additional studies - on biological factors, acid sulfate soils, revegetation, noise and air quality - have been done and further consultation with Bush Forever groups, the Swan River Trust and Aboriginal groups has been undertaken to update the existing environmental approval and obtain approval from the Department of Environment and Conservation under sections 45C and 46 of the Environmental Protection Act. A renewed section 18 clearance will be applied for as potential new sites have been identified since the original section 18 approval. Applications to obtain these approvals are being prepared. (2) A project information newsletter is being finalised and display material prepared to commence the community consultation process. It is planned to distribute the newsletter in early October 2006 with a public meeting and an opportunity for community feedback on the preliminary design to follow shortly after.
