WASTE LEVY — REVIEW

Minister for Environment:
I refer to the WA waste levy.
(1) How much has the application of the waste levy
raised in each of the financial years 2019–20 to 2022–23 inclusive?
(2) Has the
government examined proposals or scenarios or considered alternatives to the
application and criteria of the waste levy, including the rate at which it
applies?
(3) Since March
2020, has the government examined, modelled or proposed any new levies on waste
streams, including any levies on waste-to-energy streams?
(4) If yes to
(3), when are the new levies proposed to be applied and in what compliance
protocol, structure and regulatory regime models?

of the question. On behalf of the Minister for Environment, I provide the
following answer.
(1) The total
revenue raised from the waste levy between the financial years 2019–20
and 2021–22 was $244 million, as published in the Western Australian
state budget papers. The estimated actual revenue for 2022–23 was $83 million.
In 2019–20, $79 640 000 was raised. In 2020–21, $78 980 000 was
raised. In 2021–22, $85 716 000 was raised.
(2) The review of
the waste levy consulted on waste levy rates, the geographic area of the waste
levy and applying the waste levy to other
waste management methods, such as waste to energy. Based on the review , the waste levy will be increased to $85 a tonne from
1 July 2024, and in line with inflation thereafter. A rolling five-year
schedule of levy rates will be published periodically to reflect changes and
encourage early adoption of preferred waste recovery options. Further work will
be undertaken to consider reforms to the levy's rate as part of the
review of the government's Waste avoidance and resource recovery
strategy 2030 . The state government will also undertake a consultation
regulatory impact statement on options to expand the levy boundary into regional
areas.
