In each of the past five years, in each of the Department of Environment and Conservation's three south-west forest regions, Swan, South-West and Warren -
(1) How many permits to clear have been granted for the purposes that are or include -
(a) silvicultural purposes;
(b) timber harvesting;
(c) forest thinning; and
(d) increasing water yield?
(2) What is the number of hectares for which clearing permits have been granted for -
(a) silvicultural purposes;
(b) timber harvesting;
(c) forest thinning;
(d) increasing water yield; and
(e) all these purposes together?
(3) What general conditions are placed on these permits that are not specific to each site?
(4) Is compliance with conditions placed on these permits monitored and enforced?
(5) If yes to (4) -
(a) by whom;
(b) at what frequency; and
(c) how many permits have had their conditions monitored in the last 12 months?
(6) How many permit holders have been found to have breached their permit conditions?
(7) How many permits holders have been penalised for a breach or breaches of permit conditions?
(8) What penalties have been imposed?

Data for the purposes stated under (a), (b) and (c) are collected under one category in the Department of Environment and Conservation's (DEC) Clearing Permit System database as "timber harvesting".
(3) Conditions are included in clearing permits that relate to flora and fauna management; dieback and weed control; vegetation management, such as rehabilitation and stock exclusion; harvesting prescription, such as retention rate/basal area; and record keeping.
(4) Yes
(5)(a) Authorised DEC staff.
(b) The frequency of inspections is dependent on a range of influences including, but not limited to, contact from the permit holder, complaints of alleged unauthorised clearing, and DEC's annual compliance inspection program.
