1131. Hon Dr Brad Pettitt to the Minister for the
Environment:
My question without
notice of which some notice has been given is to the Minister for the
Environment. It says in my notes here, which are wrong, it is to the Minister
for Corrective Services, but I assume it is to somebody else. It is C1271.

your question, the ministers and parliamentary secretaries driving the folders
will endeavour to find that.

(1) What is the current status of:
(a) the Kwinana energy recovery facility; and
(b) the Rockingham waste-to-energy project?
(2) Has the Kwinana energy recovery facility
submitted a proof-of-performance report to the WA regulators?
(3) Has the Kwinana energy recovery facility
submitted any emissions, waste residues and/or energy generation compliance
data related to its works approval or operational licence?
(4) Has the Kwinana energy recovery facility
conducted any baseline monitoring prior to its operations?
(5) Does the Kwinana energy recovery facility
licence to operate include emission limits for microplastics, brominated dioxins
or PFAS?
(6) If yes to (2), (3), (4) and/or (5), will the minister
please table these documents?
(7) If no to (2), (3), (4) and/or (5), why not?

I thank the
honourable member for some notice of the question and provide the following
answer on behalf of the Minister for the Environment.
(1) (a) The Kwinana waste-to-energy facility is
in its environmental commissioning phase, which involves receiving and
incinerating waste.
(b) The East Rockingham waste-to-energy project
remains under construction.
(2)–(7) The Kwinana premises is currently in
its environmental commissioning phase, authorised by its works approval. The
works approval requires an environmental commissioning report, including performance,
emissions, waste and compliance data to be submitted within 90 calendar days of
the completion of the commissioning period. The works approval does not require
baseline monitoring but specifies emission limits for a range of emission
types, including particulates, dioxins and furans, applicable to environmental
commissioning. The Department of Water and Environmental Regulation will
further consider emission types, for which limits are specified, when assessing
any future operating licence application.
