On Tuesday the minister commented on the tragic events that occurred in my electorate, which culminated in the apprehension of Russell James Mitchell, a high-risk offender who had been on parole since December 2002. I advise the House that I have ordered the Department of Justice to undertake a complete and immediate review of how such a person known to be at high risk could be apparently loosely managed. Commencing today Mr Allan Skinner has been appointed to head this review. Members will note that Mr Skinner is a former chief executive officer of the Department of Local Government and Regional Development and the former Department of Land Administration. Mr Skinner brings considerable integrity and strong administrative and research skills to ensure that a comprehensive review will be undertaken. He has been asked to examine the case management of Russell James Mitchell, to review departmental policy and procedures and to determine what has occurred in the supervision of the offender. In addition to examining this specific matter, Mr Skinner will also review the case management practices for the supervision of high-risk offenders in the community by the Department of Justice. I expect that review will be completed in the next month. Any matters within the review - Mr D.F. Barron-Sullivan: You should find out immediately how many more people like that are on the streets.
