I refer to the
answer provided to my question without notice 701, in particular part (5),
which says "Consultation on the first draft" of the State Development
Bill "was internal to government due to the time-sensitive nature of the
opportunities on which it seeks to capitalise".
(1) Which opportunities specifically is the
Premier referring to in this answer that meant consulting external to
government on the drafting of this bill would be impossible?
(2) What criteria make these opportunities time
sensitive?
(3) Can the Premier please provide a list of every
commercial opportunity that was considered in the drafting of this bill?

(1)–(3) This bill seeks to maintain Western
Australia's competitive edge in a rapidly changing global economy. By acting
now, we position our state as an early mover to secure a greater share of
global investment and deliver energy security, reliability and affordability as
we transition to renewable energy sources and meet fast-approaching emission
reduction targets.
The bill was not drafted to meet
any one specific opportunity or development project. It was developed to
capitalise on the range of opportunities that will arise in WA now and into the
future.
