I refer to the Department
of the Premier and Cabinet tender DPC 1572 for the establishment of a
bi-national French–Australian school in Perth.
(1) Is it intended that this facility be a
non-government school; and, if so, why is government money being used to
establish it?
(2) Is it intended that this facility be a
government school; and, if so, why are education department personnel not
undertaking this work?
(3) What are the
deliverables and delivery dates required of Mr Browne under the terms of this
contract?
(4) Will any reports
produced under this contract be made public; and, if not, why not?

honourable member for some notice of the question.
(1) Options for establishment of a
bi-national French–Australian school in Perth are being considered
following a request to the Premier from the government of France, through the
French ambassador to Australia, and the French–Australian Chamber of
Commerce and Industry in Perth. The work that is underway is considering a
range of options and no decisions have been made at this stage about the nature
of the facility. Any option progressed will be on the basis of no net cost to
the state.
(2) See answer to (1). Department of
Education personnel are involved in the process of considering options, as are
staff from the Department of Education Services.
(3) Under the terms of his contract, Mr Browne
will provide services associated with an assessment of the feasibility of
establishing a bi-national French–Australian school in Perth, including
convening an initial meeting of a group with relevant expertise to share ideas,
and discuss issues and options for the potential establishment of the school;
convening a working group to contribute to the development of a detailed
proposal for the establishment of the school; and producing for the government's
consideration a report with recommendations and a proposed implementation plan
that addresses the major issues and options available.
The
term of the contract is for 12 months to 17 March 2014, unless terminated
earlier.
(4) No decision has been made about the public release of any reports
prepared.
