I refer to the new East Metropolitan Health Service, and I ask: (a) what will the changes mean to mental health services in the East Metropolitan region; (b) how will the management of mental health services be reconfigured; (c) how many mental health staff will be employed within the East Metropolitan Health Service; (d) how many mental health staff will be employed in an administrative role within the East Metropolitan Health Service; and (e) what is the percentage and value of funding allocated to administration?

(a) For patients residing in the East Metropolitan Health Service (EMHS) region, there will be no changes to mental health services currently provided.
(b) There will be no changes to hospital inpatient services. The organisational governance will transition from the North Metropolitan Health Service (NMHS) to the new East Metropolitan Health Service (EMHS) for the following non-hospital services: Swan Adult and Older Adult Community Mental Health Services and Inner City Adult and Older Adult Community Mental Health Services.
The following state-wide services will transition from NMHS to EMHS: the Mental Health Emergency Response Line, Wungan Kartup – Specialist Aboriginal Mental Health Service, the Aboriginal Psychiatric Service, and the metropolitan Mobile Community Outreach team.
The organisational governance will transition from the South Metropolitan Health Service (SMHS) to the new EMHS for mental health staff Adult Community service, Adult Treatment Team, Community Treatment Team, Community Older Adult service at Armadale Health Service, Royal Perth and Bentley Group, and Jacaranda House at Armadale.
For the majority of staff there will be no change to their line management.
(c) It is estimated that there will be 658.15 FTE in the EMHS. Mental health services are still being finalised and the final FTE may vary slightly.
(d) It is estimated that there will be administrative 65.62 FTE in administrative functions in the EMHS. Mental health services are still being finalised and the final FTE may vary slightly.
(e) The budget allocation for 2016/17 (post EMHS becoming formally established on the 1 July 2016) has not been finalised. The percentage and value of Mental Health funding allocated to administration by EMHS and SMHS cannot be quantified at this point of time.
