I refer to the Minister's corrected answer to Question on Notice No. 7676 concerning the City of Fremantle's Taylors College development, and ask:
(a) for what reason does the Minister maintain that Figure 7 in the Taylors College Structure Plan report, an orthophoto with a title of
Residential subdivision with landscape and retention of significant trees in new park
containing a few non-intersecting arrows depicted in the legend as pedestrian desire lines, complies with the requirements for a pedestrian network;
(b) is it not the case that, under the Local Planning Scheme, a structure plan is to have the location for a proposed pedestrian network mapped out, not just vaguely shown with arrows;
(c) did the advertised proposed structure plan conform with the requirements of the Local Planning Scheme in relation to showing the location of a proposed pedestrian network and, if so, how;
(d) is the Minister satisfied that the City of Fremantle had adequate information for genuine, realistic and proper consideration prior to their decision to approve the planning application (which resulted in raising the level of the land to such an extent that some adjoining property owners and residents ended up with, for example, walls ranging from 2.2 metres to approximately 4 metres, despite the fact that the structure plan had indicated 1.8 metre dividing walls) given that the City did not get details of the floor levels of the abutting lots and, if yes, for what reason?

(a) The orthophoto forms part of the Local Structure Plan report adopted by Council and assists in the implementation of the structure plan. The orthophoto indicates desired pedestrian links and shows pedestrian movements through public open space and the proposed road network. Specific pedestrian connections will be determined at subsequent and/or development stages, subject to detailed engineering designs.
(b) The pedestrian network is adequately identified in Figure 7 (Orthophoto) of the Local Structure Plan Report, for the purposes of implementing the local Structure Plan at the subdivision and/or development stages.
(c) Yes.
(d) I can advise that the City of Fremantle (the City) has supplied the Department of Planning (DoP) with a copy of the development application to which you refer. The DoP has examined the application and confirms that the City did receive details of the existing and proposed ground levels and details of the abutting lots, including floor levels of the proposed and existing development. This information was considered as part of the assessment of the development application by City planning officers prior to the City deciding to approve the application. Therefore I am satisfied that the City of Fremantle had adequate information to make its decision.
