HOSPITAL — PSYCHIATRIC PRACTICE
189. Hon SALLY
TALBOT to the Minister for Mental Health:
(1) Why has a
doctor at Graylands Hospital been allowed to make decisions as a psychiatrist
when he is registered only as a general medical practitioner?
(2) How many
patients have had their involuntary admissions, their examination and/or their
subsequent treatment authorised or supervised by an unqualified practitioner?
(3) When were
questions about this doctor's qualifications first brought to the
attention of —
(a) the
minister; and
(b) her
department?
(4) Was the
definition of a psychiatrist, for the purposes of the Mental Health Act,
changed between 16 November and 6 December 2012; and, if so, did this change
affect this doctor's authority to practise?
(5) Given that
the minister's office has conceded that this doctor has made decisions
that contravene the Mental Health Act, has this doctor ever been given special
dispensation by the Western Australian Board of the Medical Board of Australia
to act as a psychiatrist under the Mental Health Act; and, if so, when was he
given the authorisation?

I have seen some of the answers to those questions. I asked
for some updated information on what was given to me to be provided. At this
stage it has not come back to me, but I have the information in the Parliament.
I am hoping that it will be with me in a few minutes; and, if so, I will be
able to read it out to the member.
