The Minister for Energy has provided the following response:
(1-2) Agencies are encouraged to actively manage their businesses and have the authority to make their own management decisions, providing this is done within the government defined procedures and policies.
The success of each Agency is assessed according to information provided in their Annual Reports and Budget Papers, including financial information and key performance indicators. This information is publicly available.
