I refer to the 2016-17 Budget Papers, Division 45, Commerce, Significant Issues Impacting the Agency, Innovation in Western Australia, page 508 , and I ask: (a) with
the recent announcement of a Government Minister for Innovation, can the Minister please
advise: (i) what areas of responsibility will transfer over to the new Minister; (ii) what areas of responsibility will remain in Commerce; (iii) will the Minister for Commerce retain administration/control of the Industry and Technology Development Act 1998 : (A) if yes to (iii), why; (iv) will there be a physical movement of any employees, or will any employees be made redundant as a result of the changes; (b) what is the budget for the Industry and Innovation division; (c) does the division have a current strategic plan; (d) how many full time equivalent positions are allocated to the division and specifically the innovation area; (e) for each of the positions in the division, what is the position name and level; and (f) what is the organisation structure for the division?

(a) (i) Overall responsibility for developing and implementing strategies to enhance and drive innovation has transferred to the Minister for State Development; Finance; Innovation, as well as specific responsibility for the Innovation Centre of Western Australia and the Innovator of the Year Awards. (ii) In relation to the 2016-17 Budget Papers, Division 45, Commerce, Significant Issues Impacting the Agency, Innovation in Western Australia, page 508, the Regional Telecommunications Program and the introduction of a new Limited Partnerships Bill into Parliament remains with Commerce.    Commerce will also continue to play a lead role supporting industry development through increased local industry participation and business development activities. (iii) Yes.
(A) There are industry support programs approved under the Industry and Technology Development Act 1998 (ITD Act) that are used by Commerce and a number of agencies.  The ITD Act also governs the establishment and management of the Technology and Industry Advisory Council (TIAC) and the gazetting of technology parks. (iv) Three full-time equivalents have been seconded for six months to the Office of the Government Chief Information Officer (OGCIO).  No employees will be made redundant as a result of these changes. (b) The Industry and Innovation Division, referred to by the honourable member in her question, has now become the Industry Development Directorate of the Labour Relations, Industry Development Division of the Department of Commerce. The 2016-17 budget for the Industry Development Directorate is $17,714,490, which includes $10,300,000 of Royalties for Regions funding. (c) It is currently being developed. (d) A structure consisting of 19 full-time equivalents was approved by the Director General on 1 March 2016.   The Innovation area has transferred to the Minister for State Development, Finance; Innovation. (e) Class 1 Director; Two Level 8 Managers; Five Level 7 Principal Project Officers; Three Level 6 Senior Project Officers; Five Level 5 Project Officers (including one temporary); and Three Level 4 Project Officers (including one temporary). (f) The organisational structure for the Industry Development Directorate is attached [tabled paper no.         ].  This structure includes the three full-time equivalents seconded to the Office of the Government Chief Information Officer.
