I refer to the Disability Services Commission Annual Report 2013-14 , at page 14 where it talks about transitioning from program funding to individual funding, and I ask: (a) will this mean funding previously provided to not-for-profit organisations to provide programs will be diverted to provide individual funding; and (b) if no to (a), what additional funding has been provided in the 2014-15 Budget to provide individual funding?

a) People with disability were previously allocated individual funding packages under program structures such as Accommodation Support Funding, Intensive Family Support and/or Alternatives to Employment. The programs had strict parameters for what the funding could be used for. Removing programs and their parameters enables people with disability to use their individual funding package more holistically and flexibly to meet their needs and desired outcomes.
People with disability who have an individual funding package choose which organisation(s) they want to provide their service(s) and use their package to pay for the service(s) they choose.
b) Not applicable given funds have not been diverted from programs to individual funding.
