were the topics of those forums; (d) can
the Minister provide the names of those involved in the forums and the sessions
they attended: (i) what
were the locations of each forum; (e) who
determined which members of the topic forums attended which sessions; (f) can
you provide a list of people who applied to be included in the forums but were
excluded: (i) why were they excluded and who made the decision to exclude them; (g) how
were each of the forums advertised: (i) please

(a) The consultation discussion papers drew widely from submissions from the first round of consultation; dialogue with and correspondence from local government council members and administration, academics, State Government agencies, regulators in other Australian jurisdictions and the community; the findings and recommendations from inquiries, studies and reports from across Australia and overseas since the Act’s initial introduction; and the topic forums. The reference group, chaired by the Member for Balcatta and with membership drawn from a wide cross-section of interest groups including the Chamber of Commerce and Industry, Regional Chamber of Commerce and Industry, Western Australian Council of Social Service, Multicultural Advisory Group, Australian Services Union and Association of Mining and Exploration Companies, also provided input into the discussion papers. Accordingly, it is not possible to quantify the number of people involved in the framing the discussion papers.

(i) Leederville. Participants could attend in person, through the Department’s network of regional offices or by Skype. Assistance was also available to allow participants from regional areas to attend in person.

(f)(i) Logistical considerations and the workshop format meant that not all people expressing an interest in participating could attend. Participants were expected to demonstrate experience working directly with the topic and a desire to positively shape the future of local government. Nominees were asked to state why they wanted to participate and selection was made initially on the response to this question. Consideration was then also given to ensuring a diversity of viewpoints and backgrounds, including regional spread.
(g) An invitation to express an interest in participating was emailed to everyone who had provided a submission in the first round of consultation or had advised of their interest in the review and all local governments. WALGA, LG Pro and other members of the Reference Group also promoted the opportunity to their constituents. It was also promoted on the Department’s website.

(h) Departmental staff facilitated the sessions. The Minister and Ministerial staff did not attend. A person from the Western Australian Treasury Corporation participated in the topic forum on financial management.
